I went to Deseret Industries ("D.I." - as we call it - a LDS thrift store) and bought a pair of used skinny jeans for $3. One time through the wash and they are good as new.
You can buy fabric paint, or make your own. I always opt for making my own. SO cheap and easy to make just a little for your current project. Buy a fabric medium and mix 2 parts paint with 1 part medium. I use a couple cupcake liners stacked to mix my paint. That way, I can toss it when I'm done.
Dip your paint in your pouncer and get your polka on! You can do a pattern or just random dots. I started with dots close together in more of a pattern, but I didn't like the look. I finished doing random dots farther apart and loved the final look.
Let dry overnight. If you want to be extra sure your paint stays, I always run a hot iron over everything to help it stay put. Wear your pants loud and proud - knowing you saved lots of money designing your own, one-of-a-kind polka dot pants! You can buy a lot of Mike & Ike's with all that saved money. ;)
p.s. I took these photos in Daybreak here in Utah. Isn't it gorgeous there?! /sigh - I just love it.
